Go to www.blogspot.com here you neet to make an account that will be used as login account for your blog whenever you want to access it.
Click Create a Blog, it will ask you for the title of the blog and then the name of the blog, here you have to give the name to your blog before going to continue make sure that you have check the availability of the blog.
click continue now you have almost complete your blog.
Click Setting Tab to reset your tilte of the blog and fill the description about your blog this description will be displayed below the tilte of the blog when you will view the blog.
any time you want to view your blog click view blog link.
from the posting tab you can publish your posting, for this give the title to your post and the description of the posting, this posting of your may be any topic that you want to publish at your blog and this will be avilable to any one on the internet.
at the bottom you will see a labels:here you can define your tag or label of the post so that every one can access to your post by different words and phrases.

How to make a blog
If you are new to internet and want to be a part of it, a blog will give you a unique appearance where you can share your experiences and knowledge with other people, if you are more interested you can also earn from this blog.
For making a blog there are some blog providers available at internet like wise www.blogspot.com (google)
www.wordpress.com (open source application) etc.
these are free to make and no cost is required..But in future you may purchase a domin name i.e. a customized domin that may be your name like www.junaid.com or any other name if you are interested else this is your free domain and you can have it as long as you want.
